What Foundations are unwilling to fund (and I say this unfortunately,
coming from a Foundation) is administrative overhead. Because most
themselves don't understand or use technology well, they are prone to lump
technology projects into this category.
So the trick is to frame technology needs in the form of projects that
foundations love to fund - mission related stuff. Part of the problem is
that because organizations are not sure themselves how to wrap technology
into their mission-driven program mix, they simply don't know exactly how
to ask for it.
