I have heard good things about the following programs:

• National Urban Technology Centers (New York, NY), headed by Pat Bransford. My understanding is that they have a strong track record of successful placement.
• Middlesex Community College (Middlesex, NJ). This is a retraining program for displaced workers which has integrated technology skills with a comprehensive soft skills curriculum (e.g., professional development, financial planning, etc.)
